The Client

The client is a Singapore-based advanced technology and digital services company supporting enterprise digital transformation across the Asia-Pacific region.

Its capabilities span cloud computing, IoT, enterprise cybersecurity, systems integration, and enterprise applications. The company also supports regional data centre operations and critical digital infrastructure for high-performance cloud and AI workloads.

The client’s identity is withheld in accordance with confidentiality obligations.

The Challenge: Scaling Engineering Capacity Without Losing Control

As the client’s digital initiatives expanded across the Asia-Pacific region, so did the demand on its engineering organisation. Multiple software projects were running in parallel, creating a need for additional development capacity that could be deployed quickly and scaled as project requirements evolved.

The challenge was not simply to hire more developers.

The client needed a flexible model that could extend its existing engineering organisation while preserving control over project priorities, technical direction, and day-to-day delivery.

The solution also needed to be commercially sustainable. Relying exclusively on permanent local hiring would have limited the client’s ability to adjust engineering capacity as demand changed.

Starting with an 11-Person Software Development Team

The engagement began with a deliberately structured team of 11 resources:

  • 1 Project Manager
  • 3 Senior Engineers specialising in mobile and back-end development
  • 7 Front-end and Back-end Engineers with approximately three to five years of experience

The first objective was straightforward: integrate quickly into the client’s delivery environment, contribute to active projects, and demonstrate that a Vietnam-based engineering team could operate effectively as part of the client’s wider technology organisation.

The Romulus team worked across multiple project environments rather than operating as a separate outsourced delivery unit.

Engineers collaborated directly with the client’s internal teams, participated in the existing delivery rhythm, and supported ongoing development priorities as part of the broader project organisation.

The client continued to retain control over priorities and technical direction, while Romulus provided the engineering capacity and workforce support required to keep the engagement running effectively.

From 11 to 16: Performance Earned the First Expansion

Over the first few months, the initial team became increasingly embedded in the client’s delivery environment.

The engineers demonstrated the technical capability, reliability, and collaboration required to support multiple workstreams alongside the client’s internal teams.

That performance became the foundation for the next stage of the relationship.

By the six-month mark, the client decided to expand the Romulus team with:

  • 2 additional Senior Engineers
  • 3 additional Engineers

The team grew from 11 to 16 resources.

This was an important milestone in the engagement.

The client was no longer evaluating whether the Software Development Staff Augmentation model could work within its organisation. The initial team had demonstrated that it could.

Rather than introducing another supplier or restarting the hiring process for additional capacity, the client chose to continue building on an operating model that was already working.

From 16 to 28: Expanding Beyond Software Development

The next phase of growth was broader than simply adding more software engineers.

As the client’s project portfolio continued to expand, its requirements evolved beyond front-end, back-end, and mobile development.

New workstreams required additional capabilities across:

  • Data Engineering
  • Data Analysis
  • DevOps

The client also needed professionals across different levels of seniority, allowing teams to be structured according to the complexity and responsibility of each project.

Instead of establishing separate vendor relationships for each new capability, the client continued to expand through the same Romulus Resource Augmentation Services model.

Over the following six months, the team grew again—from 16 to 28 resources.

What had started as an 11-person software development team had evolved within one year into a broader, multidisciplinary technology workforce spanning application development, data, and infrastructure-related capabilities.

Building One Integrated Singapore–Vietnam Engineering Team

As the engagement expanded, the operating model evolved with it.

Most resources continued to work offshore from Vietnam, providing the scalable engineering capacity required across the client’s growing project portfolio.

At the same time, selected resources worked onshore in Singapore where closer interaction with project teams and stakeholders was required.

This created a practical hybrid delivery structure.

The client could use Vietnam-based resources to expand engineering capacity efficiently while adding onshore support where project responsibilities or stakeholder collaboration benefited from closer proximity.

Importantly, the offshore team was not managed as a disconnected external unit.

Romulus resources remained embedded within the client’s existing project structure and worked alongside internal teams across different delivery streams.

The Project Manager helped maintain coordination and continuity as the team expanded, while the client retained control over project priorities, technical direction, and day-to-day execution.

Because the working model was already established, new engineers and new skill sets could be added without rebuilding the delivery structure each time requirements changed.

The result was an extended engineering team that could evolve alongside the client’s needs.

Results: 155% Growth in Engineering Capacity Within One Year

The most visible result was the progression:

11 resources → 16 resources → 28 resources

Within approximately twelve months, the Romulus team grew by 155% from its original size.

But the development of the engagement was not only about headcount.

A broader technology capability

The initial focus on front-end, back-end, and mobile engineering expanded into data engineering, data analysis, and DevOps.

A scalable team structure

The client was able to add both senior specialists and experienced engineers as project requirements increased.

A hybrid delivery model

Vietnam-based offshore capacity was combined with selected onshore resources in Singapore, allowing the delivery structure to adapt according to project needs.

Continuity as requirements changed

Rather than rebuilding teams or introducing new vendors each time an additional capability was required, the client could continue expanding within an established working model.

Growth built on delivery confidence

The first expansion followed the successful performance of the original 11-person team. The subsequent expansion to 28 resources broadened both the scale and technical scope of the engagement.

The progression therefore represented more than an increase in engineering capacity. It reflected the client’s growing confidence in Romulus Digital as an integrated extension of its technology organisation.

Scaling Offshore Engineering Capacity with the Right Model

Expanding an engineering organisation does not always require choosing between permanent local hiring and handing an entire project to an external vendor.

This engagement demonstrates another approach.

Through IT Staff Augmentation Services, the client was able to begin with a defined engineering team, evaluate the model through real delivery performance, and progressively expand both team size and technical capability as requirements evolved.

Within one year, an initial 11-person Vietnam-based software engineering team had grown into a 28-resource multidisciplinary workforce operating across Vietnam and Singapore.

For organisations considering offshore engineering capacity in Vietnam, the case illustrates how a well-integrated resource augmentation model can provide the flexibility to start with a defined requirement, scale with demand, and build a longer-term technology team around proven delivery performance.
